As for the backstory, it's incredibly difficult to piece together. This is just my take on it, being fairly obsessed with the backtime as I am, and the origins of Gallifreyan mental powers, especially their telepathy, which seems to me to have been a radical factor in the shaping of their culture.
If you want to read further, you might try to find an etext of Marc Platt's novel Lungbarrow (it is very expensive in print), and also his crazy book Cat's Cradle: Time's Crucible. Both deal in part with the backtime and the Doctor's experiences there. Time's Crucible, especially, deals with Rassilon's earliest experiments with Time Travel, and is fascinating.
Another key bit is the Fourth Doctor/Sarah Jane story, the Brain of Morbius, which takes place on Karn. Everyone is probably watching this now because of Night of the Doctor. :D
